Why is a shortcut not created on the desktop using GPO?

Windows Server 2019 Domain Controller Roles, DNS and DHCP. Created a virtual machine with Windows 10, for verification, created a user (groups Administrators, Domain Admins, Remote Desktop Users).
A virtual machine in a domain. In the properties of the computer, the domain is specified, and not the workgroup, the logon is by a domain account. Network, Internet, yes.
I'm creating a policy on which a shortcut should appear on the desktop.

But it didn't work. Reboot the VM, gpupdate /force. But if you change the Type of the object from "File system object" to "URL address", then the shortcut is created both on the controller and on the working machine, though it has the http prefix, but it doesn't matter, since it is created. From here I conclude that I messed up something not with the rights and delegating, but with the description of the label itself.
