How to run a bootable USB flash drive on a computer?

Something incomprehensible happened. Windows 10. At one point, the computer rebooted and the DPC Watchdog violant error began to pop up. I overload - again an error. Then a screen popped up where it was possible to go into the console and launch the safe mod and roll back. Rollback failed. And for some reason, I decided that I needed to reinstall Windows (although it has been standing for a very long time). The installation started, the computer rebooted and ... everything is silent. Then an error appeared that there was a reboot and it would be necessary to reboot, and then continue - clicked, all over again.
I found on the Internet that I need to press shift + f10 on this error and the console will start - I pressed it, it started, I went into regedit, corrected the parameter - it didn’t work.
It reaches 64% - and reboots.
Okay, I think - I'll create a bootable USB flash drive and rearrange Windows, business. No, I have a macbook pro. Well, ok, I downloaded the image (from the official site of small software - win 8.1 x64). I created a bootable USB flash drive on a poppy in the terminal (I found it on the Internet how to create it correctly).
And here the most interesting begins :) - my computer is old, the mother is Asus P5KC. In the BIOS, the flash drive is not defined as hdd and is only visible as a removable device. Ok, I set the boot order, first the flash drive, then the hdd. And for overload. But it turned out that the computer simply does not see the flash drive, it immediately starts loading the hdd.
I tried to prioritize another hard, on which there is just a lot of information (but there is no system). He also steps over the flash drive and goes to hard. I tried to turn off both hard drives and boot from a flash drive - it says that I should put a boot disk or flash drive. :(
Yes, I created a bootable dvd from the same (official) image on a poppy. - but I'm not sure that the drive works adequately on my computer.
Hence the questions -
1 - how do I correctly create a bootable USB flash drive from an iso image on a poppy? I did it through the terminal (sudo dd ...) How to check if it is bootable or not))) There are no computers besides the macbook.
2 - why can't pc detect flash drive (if it's made 100% bootable)?
