How to reuse pfsense ip addresses removed from DHCP Leases?

The bottom line is this: I connected, for example, from a noname phone, received an address from the pool (192.168.1.98), then left and, in principle, it is no longer planned to connect it in the future. The address that was given to him and is currently expired and offline, I delete it by clicking the "off" icon on the right, but, a newly connected other noun, gets the next free address in order (192.168.1.103), and not the one that i deleted. I thought that was the logic here.

Abandoned rentals are automatically recovered. When a client requests a new address and the server detects that there are no new addresses, the server checks for abandoned leases and allocates the most recently abandoned lease. Since the standard mechanisms for checking for address lease conflicts are still followed, if an abandoned lease object's IP address is still in use, it will be re-thrown.
