How to return icons for open .exe files after transferring programs to a new disk?

This is how VS code looks after opening, it works by itself, but there is no icon. And so it is with many programs now that I have transferred. That is, the problem is not with a white sheet for shortcuts, but with open processes.

Normal (not portable) programs basically sprout their roots in the registry during installation, the program accesses the registry to find the icon, it sends the past location, but there is nothing there.
In other words, you need to reinstall the program
