How to return backlinks after "link cancellation"?

Once someone got access to the domain
and to the Google webmaster, downloaded all the backlinks from the ahrefs and sent it to the webmaster to cancel
links "delink" but three weeks later: still no response, what to do?

Wait and build new links.
I recommend looking at other settings in the search console - removing URLs, URL parameters - Is there anything new there.
