Does anyone know how this effect is achieved, or who can help?

I asked myself - I answer myself :-) The
name of the author of this retouching technique is Christian Girotto.
He created the photo project "Inner Child" , which shows us adults who suddenly turned into children. And although the huge surprised eyes and lips pouted with resentment do not fit in with adult stubble and makeup, the “big” children resulting from the retouching look charming.
