How to restrict access to a bootable flash drive?

Hello!
There is a usb2.0 flash drive 16 GB. I installed windows 10 ltsb x32 on it. Works.
Created 2 users on the flash drive: admin and user.
For example, I wanted to disable access to Teamviewer. The program is not located in Program Files, but in the directory of the local drive (C), next to Program Files.
How to disable user access so that the program starts automatically for the user user and at the same time he cannot prevent it from working and go to the Teamviewer folder to copy/move/delete?
How to prevent access to usb when it is already connected to a loaded OS, because it can also be copied / moved / deleted?

The teamviewer has some built-in features - setting the prohibition of closing the program and requiring administrator rights to change settings.
