How to restore Windows 10 on an external HDD?

The computer turned off incorrectly during the update, at the next start, the system simply displayed the line pointer _ on the screen and nothing else happened. I tried to restore via a USB flash drive - writes Starting booting from usb device ... Error. Is it possible to restore Windows on a disk by connecting it as an external disk to another computer?

Ten is not capricious, this is not XP for you. But still, just make sure you're making the right flash drive.
