After upgrading to Windows 10, I had to restore files from the windows.old folder.
How now to restore user accounts from there? they are in the users folder, but there is no possibility to log in from under these users

In order to leave comments, you need to log in
Leave the folders of old profiles alone for now. And if you have already copied it to your folder, delete it, leaving copies in windows.old. Then create new users with usernames matching the names of the profile folders in windows.old. After creating profiles, go to each of them so that they "pull" the necessary files from the default profile. After that, restart the machine and go to your profile, copy the necessary folders of the old profiles from the windows.old folder, replacing the new files and folders with the old ones. Reboot again, go back to your profile and you can try switching to "new" accounts.
Google "windows user migration tool" or "windows user migration wizard", choose the appropriate one, and use it.
Accounts themselves are stored in the registry, in Users only their home directories
The windows.old folder contains old system files.
Therefore, it is impossible to restore them from there.
The profiles either remained in the users folder or were deleted, there are no other options.
The only way the windows.old folder will help is to roll back to the old version of windows. That is what it is intended for.
If users has the right profiles - roll back windows - and if the rollback succeeds, you can log in to the old system with the old user.
