How to restore snap lusrmgr.msc?

There was a problem on one of the servers - I can not get into the snap. When I try to run lusrmgr.msc I get an error - "Error. Library not registered". DISM and scannow didn't work.

run mmc and from there add the Local Users and Groups snap-in with your hands
