How to restore Internet Explorer in Windows 8.1?

When opening IE, a window appears with a white background and closes after 5-10 seconds. When and after what this problem, I don’t know. I rarely use IE. Is there any way to repair Internet Explorer without reinstalling the system?

Now, for testing one of the questions, I wanted to update ie to the 11th (win7). In the end, everything broke down, only a rollback helped. Cursed, decided not to answer the question, left version 10)

Try it. It might help.
Start - Control Panel - Programs and Features - Turn Windows features on or off - uncheck Internet Explorer 11. Restart your computer. Repeat the same only return the checkbox to Internet Explorer 11. Restart the computer.
