How to restore admin rights on the server?

There is Win Server 2012 R2 Standard x64
Several administrators under one account work on it. The default admin account is disabled. It was necessary to change group policies, make sure that the ball is automatically connected as a network drive, I did not touch other policies myself and I don’t know who changed what. Now I can't open any of the snap-ins. Gives error :

- Kick out of the domain if this is not the only domain controller
- Boot from the repair disk, break the password of the built-in account, enable it
- Create an account for each admin, because doing it the way you do is extremely bad practice
