Restricting access to folders inside a shared folder, where to configure?

There is a file server with Windows server 2012 on board, there is a folder "Documents" inside it, folders for departments, when you remove access rights from the "Documents" ==> "Accounting" folder for one of the users, he stops seeing it, but you need to do so that a user who does not have rights to the folder can see it, but cannot get access.
Where is it configured?
