How to restore access to your Google account?

I'm trying to restore access to my Google account through the standard password recovery method - I answer all the questions, as a result I write that it's not yet possible to restore your account ("We can't verify your identity, so you can't log into your account yet"). The account is not linked to the phone number.
But there is an android phone on which this account is logged in, I have access to gmail, play market (through built-in applications, respectively), and so on. I wanted to add a phone number to my account through the phone to restore access, but I just can’t find where to do it, and I’m afraid that when changing the account settings, they may be asked to enter a password.
Even when restoring access, there was a way that a notification pops up on the connected device in which you need to enter the code, but after the owner of the phone closed it (notification), this method disappeared from the methods of restoring access, can it be activated somehow again?

I had to link my phone number. This is the easiest way. And it seems to be attached only from the web version. Try to write to them in support. They are so responsive. You can also register a new acc and ask around on their forum . And what about simply recovering a password by email or does it not come out through a security question / answer?
