How to reset or restore fonts in Windows 8.1?

Good day everyone.
After the font installation curve, a problem occurred - after rebooting the system, all fonts were deleted in the C:\Windows\Fonts directory. After that, all characters were displayed in hieroglyphs or squares. The problem was solved after searching for an answer at so superuser.com/a/698885, but not completely. Removal after reboot - stopped, but the crooked display of fonts in different ide remained. Screenshots attached. How can I change the fonts that are used in the ide or do a full reset? In particular - phpstorm, webstorm, netbeans, photoshop.

But what if you download all the system fonts again and drop them into the folder with the system fonts?
