How to request a package update in a Debian repository?

I've tried many times to find how to do this, but to no avail. I wrote to the package maintainer for a long time, but he did not answer. According to the information on the sites, it is clear that he abandoned the update of the packages and apparently does not check the mail anymore. Today I found another of his postal addresses and wrote a second letter already there.
I understand that if a person does not have time, then he is not obliged to keep the packages up to date. But after all, there must be some procedure for transferring packages from old maintainers to new ones, and in the letter he asked only for this. Now I'm waiting for a possible answer.
The second option is to file a bug report on the package asking for an update, but I decided to hold off on that for now.
Now the question is, what procedure should be applied in such cases? There are no buttons on the sites like “Notify when a new version is released”. How, according to the idea of ​​the authors, can someone from the outside convey to the community information about the need to update the package in such a situation?
I would be grateful if someone could tell me what else can be done.
PS That's exactly what I'm talking about, since I've never used Debian-based systems. And you need to update the package, users have been asking me about this for almost a year (not so often, but steadily).
