How to replace a tag that is not displayed in SVG on some browsers and phones?

I made a simple football-priz.club landing page (script code is available)
In chrome on the desktop and in Android, everything is OK.
In Mozilla, the icons on the wheel fell off. In IE, there is no wheel at all. On iPhones, the same thing - there is no wheel.

But how to hardcode them if the layout is adaptive?
