How to repair Ubuntu 20.04 boot?

My system crashed. does not boot - the disk rustles something, a motionless mouse cursor appears and nothing happens further. This is after selecting the Ubuntu download option.

If you choose to boot with additional options and choose safe mode, then everything is loaded. But when you restart again it doesn't work. I suspect something went wrong. SSD disk.
There is also a second disk on this workstation, and if you select it in the boot menu, then operating systems are loaded from it.

Advise what to do how to restore the download.

Is there automatic authorization on a normal boot? If so, then something is possible with the account settings - you can clean the configs in ~ /. *
In general, if it is possible to go to the root in recovery, then you need to look at the logs (man journalctl)
