How to remove the high load of the browser on the percent?

After switching to Windows 10, the following problem appeared:
When loading pages in any browser, the processor is loaded at 90 - 100%, there was no such problem on Win 7. Removed and disabled the built-in flash player, the problem did not disappear. Which way to look? All drivers are installed.

The issue was resolved by switching the power supply to "high performance".

Open the resource monitor, see which process is loading the processor.

It's very strange that the processor loads like this ... an obvious problem in Windows .. but ... how many extensions do you have connected to the browser? and also send a screenshot of all processes when the browser is running ... as well as a screenshot of the services (all) when running browser. As a temporary solution, so that the computer can continue to be used, in the task manager, find the process that loads the processor the most - right click - Detailed - right click - Set affinity - uncheck half the cores, then this process will not be able to load all resources.
And then look for the problem. After a reboot, you will need to repeat.
