How to remove the DMCA filter from the main page of the site?

Hello, in October I encountered a not very pleasant situation, a DMCA filter was applied to the main page of one of the projects.
Reason: The designer filed a complaint that his design is being used by me illegally (I bought the site itself without a domain, I didn’t even suspect that the design was stolen).
What was done: Made a completely new design, sent a counter notification explaining the whole situation and asking to remove the DMCA, the response from google was as follows:


Hello,
We have received and reviewed your message. For the time being, it has been determined that Google will not take any action in accordance with our content removal and restoration policy.

At the moment, normal promotion of the site in google is not possible due to the filter on the main page.
Is it possible to remove the filter?
Will the filter be removed at the request of the one who filed the complaint? (I am ready to contact this person and agree on the amount of compensation)

1st way - to file a counterclaim and indicate that the previous design was removed at the request of the copyright holder.
Method 2 - Create a topic in the Webmaster Help Forum . Describe the situation, add the site URL and screenshots of the correspondence, if any. If the Lead Contributors are unable to help themselves, the information will be passed directly to Google.
