Are there voice input systems?

Guys who knows if there is software for voice input? Preferably via Google Synthesizer. Now I use a plugin for chromium and I want to be able to voice input in any software (for example, comments to the code in idea: D)

In kde programs there is simon (a couple of years ago LF decided that this is the best program) he should be able to enter into third-party software. I set it for the sake of my laziness, but the same laziness did not allow me to set it up: D
For chrome, there is also a speech-app https://github.com/andre-luiz-dos-santos/speech-app (do you use it? )
