Why does the site dislike Yandex so much?

I have one site lilium-center.ru
Site of a psychologist, market, respectively, local - urban.
The site should be located on a request like "psychologist in [*city name*]", etc.
In Google - in the first places, in Google maps - under the letter A, everything is ok.
In Yandex - 24 - 30 place, in the maps it is not visible at all.
At the same time, nothing was done specifically for Google on the site. For Yandex, both the metric was set and the direct was given. At one time, links in Sapa were purchased. All to no avail.
A little about the site:
by age - about 5 years old;
- I update the content weekly, add news, sometimes articles;
- the texts on the site are mostly unique, and everything else is rewriting;
- the main page is all unique;
- there is no engine, the database is not used, the response time is very fast (checked through services);
- Titles, metas on each page are different, headings highlight everything you need;
- Webmaster from Yandex is connected, the region is set;
- Phones have a city code, the name of the city is also written;
- Down site is extremely rare, 3 times in 5 years;
- Black SEO methods didn't seem to be used (I'm not sure about links, but it was not for long and the situation was the same before);
- Site map is, updated;
- Indexing in .htaccess is not prohibited;
As a result - attendance only from Google, groups in VK and direct visits.

Perhaps Yandex users from Rostov-on-Don do not need the services of a psychologist. Grow the direction of Google.
UPD: Yandex "does not love" you for a small TCI (10). The solution is to slowly increase the TCI (link building).
