Good afternoon, in general, when the Internet is turned off for non-payment, the provider's website is displayed.

But some sites open like youtube.com, google.com, play.google.com
https://habrastorage.org/files/ 1b0/9e5/f8b/1b09e5f...
Is it possible to somehow turn it on other sites?

Depends on how exactly the provider blocked your access.
Most likely nothing will work out, the provider rarely blunts in such matters.

If you have access to Google services when the Internet is blocked - try https://chrome.google.com/webstore/detail/data-com... or try opening the site in google translate - enter the link in the translation field.
Also try to change dns - perhaps the provider blocks only it.
