How to remove the ACCESS_FINE_LOCATION permission in a unit?

Since today, a bug has appeared in Googleplay that does not allow the release of the application. Requires you to complete a survey, the survey has been completed, but the error remains.

The fact is that the unit by default adds this permission (android.permission.ACCESS_FINE_LOCATION) and there were no problems with the release before.

Has anyone met this problem? Do you know the easiest way to overcome (besides manually fixing the manifest in gradleOut)?
