How to remove photos from Google Photos?

It bugged me to sync photos after updating the Google photo app on my Nexus and the photos were uploaded to my photo.google.com account.
Now I need to delete these pictures from the web "cloud" so that they remain on my device, but I don't see such a possibility. Each time you delete a photo in your account, this photo is also deleted from the device. This despite the fact that all possible synchronization is disabled (in 2 places).
Maybe someone has already encountered this problem and knows how to solve it?
Unbinding the account from the device completely is not an option.

I don’t know for sure, because I always turn off auto-upload of photos, but can I copy all the photos to the computer, delete them from the device and from Google Photos, turn off synchronization and return the photos from the computer to the device?
