How to remove bandwidth limits windows 8?

Wrote a program that sends a lot of broadcast UDP.
This is for an external hardware device. I have to give him a lot of data.
Some PCs easily achieve 800Mbps on a gigabit network.
Some computers with Windows 8 send only 230-300Mbps and can't be changed, can't be improved.
It seems that there is gpedit.msc - a program for changing group policies, you can set all sorts of QoS options there, but as a rule, you can only reduce bandwidth. It is not possible to increase traffic using QoS from gpedit.
Also, gpedit is only available on Windows 8 Pro and above. It is not in the basic version.
And you need in the base or Home.
Rewrote the packet transfer program using the WinPcap driver.
It got a little faster, but not drastically.
It is interesting that if you run 2 programs that make a broadcast, the traffic really grows a lot.
That is, nothing physically prevents you from transmitting a lot of data. There is apparently some kind of setting in Windows that artificially limits the traffic of the application.
Somehow I was completely out of ideas. Can anyone help?
