How to remove automatic scrolling on the site?

Hello!
I'm developing a site, a problem arose: when entering the main page, the site automatically scrolls to the second block. I looked for a solution everywhere: in CSS, JS, jQuery, but I did not find a solution.

PS in Mozilla, Opera and Chrome works differently:

• In Chrome, it throws on the second block, then returns to the first;
  
• In the Opera, it throws on the second block, and remains on it;
  
• There are no problems in Mozilla, everything works fine.
