This is not a volume, but not a distributed place, so there is nothing to delete. I would not bother with these 200 MB. But if you really want to, you can move the reserved partition to the beginning of the disk, and then expand the C partition.
And most importantly, the presence of this unallocated piece has nothing to do with the fact that your programs do not start.
