How to reliably determine that the site is blocked by the RKN?

He returned to Russia after a long break. Since the absence, many sites have been blocked, sometimes it seems that almost all sites hosted by Digital Ocean, for example.
Sometimes it is curious to know why a particular site is blocked. For example, an innocent site about a wrapper for the python interpreter https://bpython-interpreter.org/ does not open. For some reason, the stub is also not shown. But it is worth turning on the VPN and it opens quietly.
Nothing is found on the RKN website when searching. Provider Rostelecom.
It is simply curious why certain sites are blocked, why the RKN itself does not give out information about the reason and even the fact of blocking, although they are clearly blocked.

I recommend the official service for checking resources for blocking https://blocklist.rkn.gov.ru
Very often, not the domain name of the resource, but its IP address gets blocked.
At the moment, many services use cloud hosting, and when blocking a prohibited resource by IP, this forbidden resource can easily move to another IP, and its old IP will receive a completely legal resource located on the same hosting, but no one cancels the blocking, in As a result, completely legal resources fall under the distribution of locks.
Thus, when checking for blocking, it is necessary to check not only the name, but also the IP address.
When checking the IP of your resource, you can see that it has been blocked by a court decision.
