How to reinstall macOS on iMac without internet access?

Take a thread (if any) from a disk with a distribution that used to be distributed on disks - for example, leopard or snow leopard.
And if it is possible to download it elsewhere, then there is no problem at all - download the distro of the same mountain lion and upload it even to a USB flash drive or to a disk - the network is full of manuals.
