How to set up Time Machine or otherwise organize reservations on imac?

Hello.
I first encountered the issue of redundancy on the OS X system.
Initial data:

  • imac472, OS X El Capitan (version 10.11), onboard 1TB Fusion Drive
  • Seagate Personal Cloud NAS www.seagate.com/files/www-content/manuals/seagate-... , 3+3 TB (mirroring, RAID 1). available space 3TB
  • imac and NAS are connected via ethernet (but it may be expected and required to connect them via Wi-Fi using Router)
  • there are two users in the OS: Admin (administrative rights), User (standard rights)

Directories created on the NAS:
  • Admin (admin user's personal folder)
  • User (User's personal folder)
  • IMAC (folder to back up all given files with imac)
  • Home (shared home folder for those who know the password from it)
  • Public (shared open folder).

Goal (must achieve all points):
  • redundancy of the OS itself, the kernel and all functionality
  • backing up ALL users and their files
  • backup size limit to 1 TB (may be up to 1.5 TB)
  • reservation so that it is not done too often, but at least once a week automatically
  • the ability to reserve a manual stratum for this procedure, while taking into account the maximum possible volume (as it is written above, it is limited from 1 to 1.5 TB
  • the ability to restore everything above if necessary from a backup

How can such a procedure be implemented to accomplish all of the above (maybe a script, freelance or advanced Time Machine settings, additional applications or disk utilities)? From under which OS X account do you need to configure the reservation (from under each or from under the administrator)?

Time Machine only allows you to work with a locally attached drive, but there is one hack. You can install MacOS Server and through it you can connect a remote drive for Time Machine.
