Previously, when taking a photo on the iPhone, it automatically appeared in my imported Photos app on MacOS, but now it doesn't happen... and from MacOS, photos were not uploaded to iCloud, it only worked in the direction of MacOS, just through the standard settings (I don’t remember which ones), now when I try to enable iCloud on Mac for photos, it tries to upload everything to the cloud ...

You had to do the following:
- copy the entire library to the new Mac
- open Photos with the Option key held down
- select the copied library
- go to the Photos settings and select the system library
- enable iCloud Photos
- wait for the library and cloud comparison to finish
In your case, you will get duplicates photos.
