How to reinstall drivers on a new motherboard and an old hard drive with a system?

I pulled out a hard disk from an old computer, on which 7 Windows (x64) are installed, put it on a new motherboard (AsRock B450M Pro4). At startup, usb devices work, you can go into BIOS, but as soon as Windows starts to boot, all devices turn off. I tried to install drivers on the motherboard from a flash drive (I don’t know if it worked or not - I’m completely 0 in this matter), there is still no reaction to USB devices, the Internet does not connect. I suppose you need to somehow remove the old drivers and run without them, but I have no idea how to do this without moving the hard to another computer. I tried sysprep from an old computer - it gave a "fatal error". Do I need to reinstall Windows / boot from a USB flash drive, or can this be solved easier?
Keyboard / mouse inserted into USB 2.0, both directly into the motherboard and into the front panel.

The easiest option is to install a clean OS.

1) Put the disk back. Boot.
2) Wean seven from IDE or specific RAID, google it, it's not difficult. Must boot from ACHI.
3) Drag the disk to a new computer.
And sometimes it just helps to boot in safe mode, then wait until the system updates the hardware.
