How to register on google music?

I went into the account, changed the language everywhere to English.
I added a credit card to the payments, indicating the country - Britain.
I connect with UK IP and get:
> The Google Play music player is currently available in select territories.
I am from a post-Soviet country. Google Music is not in the country.
Maybe someone had a similar quest?
