How to register an individual entrepreneur / CJSC not in Russia for sales in the App Store?

Good afternoon!
I am developing an application for iOS, which I plan to sell through the App Store. In this case, there are two conditions: I do not want to sell the application from an individual; I do not want to register an individual entrepreneur / company in Russia.
Please help with advice where is the easiest way to register and maintain an individual entrepreneur or a company (CJSC)?
If you google, you come across a fairly large number of "helper firms" offering registration of an individual entrepreneur / CJSC, for example, in Latvia from the most budgetary one ... At the same time, if registration is still normal at a price, then further maintenance is somehow a little expensive and entails a fairly large number of "incomprehensible schemes", somehow pay yourself min. sn, etc ...
Tell me, please, does anyone have experience and advice for a beginner?

I'll ask you more specifically. The following structure is advised: "European (UK) non tax resident companies with bank account in Another EU country" - Scottish partnership with an account in a Latvian bank.
Will Apple skip such a structure? Their support replies with replies.
