How to register a modem?

I want to buy a USB modem. I have a question. Can I buy a modem separately and register it with the operator (and how?) And can I buy a modem already from the operator? Who cares?
And another question: Does the modem work through a special operator card or what?

If you already have a usb modem, then all that remains is to get a card for your modem from the operator. You don't have to buy a new modem from them.
