Can I register a domain name locally?
There was a task to raise a home web server (only for local use). There are no problems with writing the server part, but I have no idea how to configure the ability to access the server by domain without registering it (domain) officially. Is it possible, for example, to configure the router so that at the beginning it tries to get the address and port from some local source, and if it doesn’t work out, then contact the dns server? What can you read on this topic?

Yes.
Edit the hosts file, there are a lot of instructions.
You can also register a DNS entry on your home router, they usually know how.
On the local dns-server (on the internal network, on the local network), you prescribe the local zone and priority metrics for forward and reverse conversion of the host to an ip address.
There is a service https://www.freenom.com/ru/index.html?lang=ru which allows you to register second-level domains for free for up to a year (renewal is also free).
