How to reduce the overclocking of the i7 10750H processor?

Faced a peculiar problem on 2 laptops. Both are running win10. I fiddled with the power supply parameters, turbo boost. I identified the problem that the cores, not having time to load by 20%, take overclocking to 4.6 GHz, (by default 2.6) the load drops, the hertz too. During the maximum frequency, the percentage heats up to 90-95. But it is not loaded, there, God forbid, 10% will be typed, monitored, watched. If I remove the turbo boost, everything is perfect, the temperature keeps around 55-65. Can anyone come across how to solve the problem with loading and frequency. I personally remember that on an old AMD PC, overclocking was taken only when the load was under 80%

Found a solution to the problem. In general, there are several points. 1) The manufacturer swings at the maximum frequency, the processor with the current CO cannot cope with such heat dissipation and the declared frequency of 5 GHz is utopia or in ideal conditions. 2) I don’t know from whom, the software or hardware manufacturer, by default, the processor heat dissipation parameter is set to 200W!? I have a 45w processor. It can allocate more, but the CO will not cope with such a load. 3) Power supply modes. The processor normally resets and increases frequencies (depending on the load) only in power mode - Balanced . In other modes, the frequencies are not reset and are kept at the peak.
Decision:
1) Install the intel extreme tuning utility software. According to the specifications for the laptop, the average estimated TDP is -45w. Having driven the processor with pm programs, I came to the following parameters. Short heavy load mode :20 sec, 45w.
Further, 20 seconds after this load, if it does not drop, the processor switches to turbo boost power max mode, it continues to work in the load on it. I set it to 40w. Stable temperature under load 80-90, did not go beyond 90, throttling above 92. Anyone who wants to can customize.

3) You can also use the proprietary MSI application for laptops (if you have a laptop). In the dragon center 2 power mode. But I did not notice any normal functionality in it, except for the fan operation modes.

That's the way it should be.
If the load is not peak, then the frequency rises to the maximum so that simple applications work as quickly as possible.
But if the load is large, then it is no longer possible to keep the peak frequency due to restrictions on heat dissipation, therefore, under load, the frequency drops almost to the base one.
Normally, there is a short boost time when the frequency rises for a few seconds under load, this is done so that, for example, the launch of a heavy program is faster, the processor does not have time to overheat, and you do not feel particularly large lags.
Manually limiting the frequencies is stupid, you yourself will create blunts out of the blue, the processor is cold and could work quickly, but you strangled it and did not let it accelerate.
The only useful feature of the extreme tuning utility is the ability to lower processor voltages.
Usually, you can easily lower the voltage by about 0.1 volts, that is, set it to -0.100v.
This will reduce the temperature under load, which means that the frequency will not drop so much and the processor will not be so stupid. The specific voltage must be selected individually for each laptop.
It will also be useful to install a cooler management program, because. sometimes the standard airflow schedule is very conservative, aimed at quiet operation, the processor gets very hot, and the cooler works poorly, by adding airflow you can cool the processor and again reduce dullness under load.
