1. Links can give a negative effect at first, but then a positive
one 2. If you are sure that your links are still of poor quality, you can reject them. how to do this is described in Google help https://support.google.com/webmasters/answer/26484...
3. Yes, you need to dilute the link mass with anchorless ones.
4. Don't buy cheap and low-quality links anymore. Normal links on the stock exchange somewhere from $30.
