How to reduce RAM consumption for empty Windows Server 2019 users?

Hello everyone, I ran into such a problem, users on Windows Server 2019
after they logged in and logged out (did not run any programs) eat about 85mb of RAM.
I have a lot of such users, on the server users work with one small program and that's it, but the question not in this, how to reduce the consumption of RAM for the user?

More correct wording:

  • The user logged into the server via RDP and then logged out without running any programs
  • After that, he began to consume 85mb of RAM, I suspect that some services for this user were launched


Is it possible to somehow disable these services to the maximum - so that the user session would eat as little as possible?
  • The option of completely ending the user session is not considered
  • The question does not take into account the case when the user launched the program and exited


Is it really possible to somehow reduce this idle consumption?
