How to "reduce pixelation" of a video shot at 240 fps?

My phone has a 240 fps shooting feature. But if the quality is quite acceptable when shooting at 120 frames per second, then at 240 there is a strong "pixelation". To improve the video quality, I used the TOPAZ AI Gigapixel program. But just due to the pixelation of the video, the initial result is average (almost no profit).
I would like to ask for advice on what program can be used to eliminate such defects.
And yet, how to collect png frames back into a video at 30 frames per second? I didn’t really “communicate” with video editors and couldn’t put the video back together, it turned out only 39 hours of video, and I need 25 of my images to fit into one second of video for a normal frame rate.
