How to reduce ping in Debian?

Hello. My friend and I have 2 PCs with Debian OS, located in different parts of the city, but connected to the network of the same provider (NetByNet). I noticed that on my PC the ping to ya.ru is almost 17 ms:

while on my friend's PC the ping to ya.ru is less than 10 ms:

Actually, the question is: how can (and is it possible?) on my PC achieve a decrease in ping , and reach the indicators of a PC buddy?

The problem is in the ISP's route.

You can see that the traffic goes along different paths, with a different number of intermediate nodes, from which the ping is different. No one except the provider will be able to tell you why they set up the routing in this way. You can only wang that the matter is in different tariff plans.

Judging by the screenshots, on one of the PCs, the ping to the first hop is 5ms. That's quite a lot.
Check with your ISP why this is so.
