and repositories for 16.04 are generally alive??
in my opinion, they were disabled from the public domain,
try to install the oldest package from here.
ru.archive.ubuntu.com/ubuntu/pool/main/i/iniparser
plus manually install the dependencies in the same way.
maybe ride.
