How to redraw actionar on device rotation?

The essence of the problem: I use appcompat and when rotated, the actionbar remains 56dp high, and should be 48dp. When relaunching the app upside down, the actionbar is 48dp high. And besides this, when you rotate the menu, it remains as it was before the rotation, although, according to the idea, "extra" menu items should appear / disappear depending on the rotation of the device.
How to fix?
