How to redirect the http request of the program to another server?

OS - windows. I have a program that sends an http request to an external IP address, I need to make sure that these requests are redirected to another IP address, or at least to localhost. How can I implement this? (preferably in python) I tried to change the hosts file, it did not work. Thanks in advance for any response.

You go into the router, do a redirect through NAT. And you will be happy.
