How to redirect all traffic from a VPS server to a proxy?

There is a server on Ubuntu 18.04. The server itself has a strange "Cloud IP" where a certain pair of ports and constantly changing IPs are available. And I need a lot more ports and a static IP. (proxy)

Stop chasing dishman and get a normal VPS with a normal tariff plan.
