Tried to testdisk sees the folder, but can not restore.

And what is the scenario of missing files? Accidentally deleted, or welled up, for example, the partition table? What FS?

testdisk - it is for restoring partitions and fixing broken f / s. In this case, I would use the "andeletal" from ntfsundelete.com (yes, under Windows). If it fails, then photorec is for restoring unfragmented files by byte signatures.
