How to recover data after "recovery"?

I accidentally formatted a 500GB hard drive (don't even ask how), and with the help of the program I managed to restore the files I needed, but they do not open (jpg, css, js, rar etc.).
Has anyone had experience with this? how can i restore them? I think there must be a way, but I don't know about it.

If you haven't recovered with this, then you won't be able to restore anything (at least at home).

If the necessary files do not open, then they could not be restored.
"do not open" - how does this manifest itself?

Files larger than 5 MB are usually not recovered many times over by practice and different software.
Documents, pictures usually with a bang.
But sometimes it happens that the standard software does not open the photo from the soft ones, try other photo software, but usually such photos are not completely restored and it turns out something like this:
