How to recover apple developer account?

Good evening! The following trouble happened to me ... I sold my macbook and with it the developer account attached to xcode. Now, accordingly, in xcode I am only an agent. How to be? I tried to download the certificate, but in xcode it does not import in any way. Help me please.
