How to record outgoing calls from a mobile phone in a cloud-based VATS without access to the Internet?

In the organization, all incoming calls are recorded in the VATS, because they are received on virtual city numbers with sip support. It is necessary that outgoing calls work through VATS. The problem is that outgoing calls are usually made from a smartphone outside the office, and sip-telephony via mobile Internet is unstable.

One popular VATS offers a solution for its customers in the form of a special SIM card. If you dial a number with a special prefix, then outgoing gsm calls will be recorded in the VATS.

Are there more convenient services for this functionality in Russia? At a minimum, just proven solutions, and ideally without prefixes and binding to a specific VATS

My mobile operator (Ukraine, KievStar) has a VATS+API service. You can integrate with Bitrix24, then all calls and even conversation recordings will be in Bitrix24. But this service costs a lot, up to $20 per number per month.
Perhaps something similar is provided by mobile operators in your area.

The service is called FMC (someone calls IP-SIM), all the big three have it (I don’t know about Tele2). The principle of use is different, somewhere directly the call goes through your PBX, somewhere with a code.
In theory, you can connect with your PBX, but they will obviously impose their own.
There are many service reseller firms whose rates are even lower than the official ones.
